دراین برهه ای از زمان طرح و تطبیق اصلاحات قضایی که به منظور بهبود کیفی نظام وسرعت عمل در اجراآت آن براه انداخته شده از اقدامات مهمی محسوب می گردند .در ادامه وتحقق این پلان پس از استعانت الهی اتکاء ما به منسوبین قضایی است. ما به طرز لباس کسی علاقه ای نداریم، علاقه ما به قلب، احساس، اخلاص و وفاداری منسوبین قضاء است ما با یک ملت مظلوم و بیچاره ولی مومن، متعهد و متوکل مواجهیم که سرنوشت شان را از مقدورات الهی می دانند واز کسی شکوه ای ندارند ولی صرف عدالت میخواهند و داد خواهی، نه سرگردانی که تحقق خواست آنان فقط به رهنمایی درست و سلوک نیک مجریان امور وابسته است ما متعهد هستیم تا نفس اماره را کنار گذاشته در ایفای امور از نفس مطمئنه کار بگیریم وحرکات ما درچوکات قانون ومقررات توأم با صداقت و ایمان داری باشد. از ظلم بپرهیزیم زیرا بر اساس نصوص قرآن و احادیث نبوی وقتی ما عدالت نمی کنیم و یا حق را باطل و به حقدار آن نمی سپاریم بدین معنی است که ظلم می کنیم. ما باید به داد مظلوم برسیم، اشکهای آنان را بزداییم و برزخم های شان التیام گزاریم و بدینوسیله رسالت قضایی را به نحو درست ومطلوب آن دنبال نمائیم.

پوهنتون هرات در سال 1367 تاسیس گردیده است. این موسسه در حال حاضر دارای 14 پوهنځی و سه فلیال (بادغیس، غور و فراه) است. پوهنځی های پوهنتون هرات عبارت اند از پوهنځی ادارۀ عامه، ادبیات، اقتصاد، انجینری، تعلیم و تربیه، حقوق و علوم سیاسی، زراعت هرات، ژورنالیزم، ساینس، شرعیات، طب، کمپیوتر ساینس، هنرهای زیبا و وترنری. در حال حاضر در پوهنتون هرات حدود 10429 محصل اعم از پسر و دختر مصروف تحصیل اند. پوهنتون هرات پذیرای محصلان از سرتاسر کشور است که ازطریق امتحان کانکور ملی به این نهاد اکادمیک معرفی میگردند. پوهنتون هرات 334 عضو کدری دارد که فعالیتهای تدریسی و اداری آن را پیش میبرند.اکثر استادان پوهنتون هرات دارای درجه لیسانس اند؛ اما 100 نفر ماستر و 2 تن داکتر دارد.
